Seems to be a legal definition for things that represent a value (cash, credit cards), or prove that something has a certain value (till receipts, tickets). It looks like it also applies to things like passports, keys, mobile phones and other items that give access to value or information. The sentence in question is "Din badge är en värdehandling...". Looking around on the Internet, it seems to be commonly used and understood.
