Might it be possible to translate “otillåtna” as lawful?
Of course the ordinary translation of otillåtna is “impermissible,” but it would seem possible, in the context of asserting that an agreement entered into was null and void, that what was meant by “otillåtna” was “lawful.”
Any experts out there agree?

Skadeståndsskyldighet på grund av otillåtna stridsåtgärder och därmed ogiltiga avtal föreligger enligt svensk rätt.
...att företagna stridsåtgärder är otillåtna och att de påtvingade avtalen är ogiltiga.

Termen "otillåtna" är i detta sammanhang störande luddig. Man måste, eftersom det talas om påföljder, anta att författaren menade "olagliga". Många författare använder, tyvärr, "otillåtna" och "olagliga" växelvis för samma sak.

Discussion
Your reasoning is correct in relation to modern views of labour law, but there are those, especially in the States who are unreasonable and 'old-fashioned' about it. Historically of course, labour actions where indeed criminal.
