Might it be possible to translate “otillåtna” as lawful?

Of course the ordinary translation of otillåtna is “impermissible,” but it would seem possible, in the context of asserting that an agreement entered into was null and void, that what was meant by “otillåtna” was “lawful.”

Any experts out there agree?

un-lawful... Sort had that idea about your typo, 'he must have meant'...but I had to check.
Your reasoning is correct in relation to modern views of labour law, but there are those, especially in the States who are unreasonable and 'old-fashioned' about it. Historically of course, labour actions where indeed criminal.

Illegal I think that "illegal" works for “otillåtna” in certain contexts, but illegal implies (though not always) a possible element of the violation of law being criminal, while not all violations of law are criminal.

But I'm going to weigh in with this variant, the difference ...?
Check out the link below to the SwedenGov site-- in section 41a you should find this quote 'Industrial actions referred to in the first paragraph are unlawful. (SFS 1993:1498)'

Then, google "collective action" + unlawful; You should find to links for google books -- 'European Labour Courts' and 'Workplace Law Handbook'.

illegal

Termen "otillåtna" är i detta sammanhang störande luddig. Man måste, eftersom det talas om påföljder, anta att författaren menade "olagliga". Många författare använder, tyvärr, "otillåtna" och "olagliga" växelvis för samma sak.

Thanks Sven - esp. for the helpful comment and explanation. When you say "många författare," you know you are also speaking about judges on the Labour Court!
