Without the rest of the sentence, it is hard to be sure, but according to Aurélio, one of the meanings of /qualificar/ is /atribuir qualidade a/. Therefore, one interpretation is that /enhancing/improving/upgrading the quality of urban settings/landscapes in great part depends on employing a wide range of materials...
Setting or landscape is better than scenario because the emphasis is on the physical environment, and in much of the literature, the term scenario involves much more - people, services, social services, culture - the whole urban scene.

The word "qualificação," architecturally speaking, means the classifying of buildings on how they interact in the urban context in terms of function, culture and symbolism. In this instance the diversity of materials play a important role in this classification (definition).
