depends on the scenario It all depends Jim. Sure BBC and CNN don't usually say something that slips out of a more sober register (though the guys at CNN can get a tad silly at times). It really all depends if this is a piece of fiction and on the character or something else. I myself am accustomed to hearing "A video taken...,", or "the video shows...", after the video has or is starting. Yet, having seen the exclamation mark in the query made me think of something more exuberant, like the guys at Good Morning America or something like that.

BBC world news and CNN just don't say that. The film rolls automatically without them having to explicitly ask for it. They say things like "John Smith is in Lybia" and you see the film of John Smith talking or "This film shows dramatic pictures of..."

I often hear TV presenters saying this when the people in the Control Room are too slow getting the clip ready.

If the clip is ready, they don't say anything and the clip starts running at exactly the right moment in the script.

But sometimes things are running very late: there might be a report just in from Syria over a satellite link and it's a real rush to get it ready for transmission.
