You have asked this questiuon a long time ago. Since I was looking for a translation of Eintretensverfügung myself, I found your question.

Comment: "I eventually translated Eintretens- und Zwischenverfügung as "preliminary and interim order" - for reasons I no longer remember, but it seems to me I was fairly comfortable with the translation by the time I had settled on it. Your rendering conveys the same sense of Eintreten, I believe - though in language that is less idiomatic to a Canadian reader (I translate for the Canadian public service). Mutual legal assistance is an important instrument of international cooperation in combating the increasing transnational criminality. It shall be kept in mind, that the state from which mutual legal assistance has been requested--in this case Switzerland--would typically not conduct a criminal procedure itself. The requested authorities only support the procedure opened and conducted by the requesting state within their legal framework and their factual resources. Exceptionally, whenever Switzerland is performing substitutional administration of criminal justice on behalf of the requesting state or whenever foreign decisions have to be executed, to some extent, the competent Swiss authorities exert their own penal authority. It is therefore of great importance, that foreign states requesting mutual legal assistance from Switzerland become and stay active themselves: Requests for mutual legal assistance can only be met, if the corresponding substantial criminal procedures are pushed ahead by the responsible foreign authorities. The execution of certain legal assistance acts normally depends on the formal completion of the foreign procedure by a final sentence.
One of the main reasons why the release of assets lying in Switzerland - e.g. in the "Marcos"-case--caused problems and took plenty of time was, that no final sentence of the competent Philippine authorities deciding on the fate of the values could have been
