The whole sentence:

לנכון קבלתי מכתבו בו הסביר כבודו שלאור ***נתיבות החריגים בתהליך דין תורה זו* (שנתנו לערער ולבחון מחדש הפס"ד) החליטו הבי"ד לדרוש על כתב קבלת הפס"ד בכדי להבטיח הילוך חלקה של ד"ת


the word חלקה is written with the vowels as:

חֲלָקָה
