There doesn't seem to be a good, generally accepted or official translation. The reference below also translates this as "General Directorate for major water development works", which is not really satisfactory as "development" doesn't appear in the source.
"In February 2001, the DGB became the General Directorate for Dams and Major Hydraulic Works (DGBGTH), through a merger with the General Directorate for Studies and Major Hydraulic Works (DGEGTH) which existed concurrently at the Ministry of Agriculture."

When there is no official or generally accepted translation, one should try to produce something to fill the gap, rather than just copying whatever can be found on any vaguely official website and which might be translation of dubious quality.

Why not. Yes, that is a problem when these site refs are too long. However, using an extract, it can be googled.

: Yes, if this is really what they mean - we don't have enough context to be sure. I suspect they might be referring to the new Directorate... BTW, 'major' and 'large' both seem to be used to translate this name. My client prefers the use of 'large'.

I suppose that there can be hydraulic works that are of major importance but small size or big but of minor importance.

If you are talking about Tunisia, I imagine you are referring to the DGBGTH - 'Direction Générale Des Barrages Et Des Grands Travaux Hydrauliques'. If so, I'd translate this as 'Directorate General of Dams and Large Hydraulic Works' or something similar.

I agree with BD Finch's answer if this is what is meant - however, as you do not provide much context it is hard to say. In your other questions, you mention the Oued Mejerda. If your text is about the Oued project, it may well be the DGBGTH they are referring to. I am currently working on a similar project.

Looking back, I find that the Direction Générale des Barrages et des Grands Travaux Hydrauliques - DGBTH - was Directorate General for Dams and Major Water Resources Infrastructures.

: As cc notes, this is a different directorate. Also, there is no good reason not to use "Directorate" and "Etudes" should be translated as engineering, not studies.
