When designing a new trackside Control-Command and Signalling subsystem or when performing a major modification/upgrade of an existing subsystem where the application of the TSI is required in accordance with the provisions of art. 20 of [3], the risk analysis identifies the functions, performance and interfaces to be implemented trackside in order that the overall safety objective for the railway system can be achieved without any exported requirement to the on-board Control-Command and Signalling subsystems, which might contradict or exceed what is specified in the TSI.
