I have no idea what they are saying in that part and several native Spanish speaker don´t understand either.

Suscrito? The only thing that occurs to me that it is much more than a typo, a slip of the mind rather, and should be "sujeto"?

I'm pretty sure that "suscrito" means "in the hands of". They're leaving the final decision regarding the paint (colour?) to the management of the project as it only serves to make the mast look more attractive.
