This is from a graphic explaining where (Generalitat or Ayutamiento) the three groups of businesses types below have to process any environmental documentation they may require under Catalan environmental law (Intervención Integral de la Administración Ambiental).
The first group has the highest risk (think: oil refinery, nuclear plant), the last group is the most basic, so this might include small shops or other businesses with little to no risk. So it should be pretty basic. I think licencia de aperatura is nothing more than "business license".
