In addition to what I've written below, I'd add the word "system". They are talking about building an autonomous, sustainable system on principles and teamwork.

I don't believe so. A "pilot" project is a test or initial project. I think that in referring to pillars, they are talking about the structure of the organisation. Whereas people used to talk about "chains of command" and "hierarchies", now they like to talk about frameworks and the principles and structures that support the frameworks and the projects they are meant to support. Let's see if someone else has more input!

Pillar

Using a "pillar concept" for business development and improvement is quite common. Please find a few examples of this in the reference URL's.

Generally 'pillar' refers to the structure, unlike the foundation, which in most cases, regarding an idea, program, a model, etc. (the foundation) is in already place.

The pillar(s) are the bullet points, the main ideas or the framework for the project, business, methodology, or whatever is being devised or improved upon.
Example sentence:

"A definition of ecosystem management based on the seven pillars is: "The application of ecological and social information, options, and constraints to achieve desired social benefits within a defined geographic area and over a specified period."
