The high costs of broadband connectivity in Africa are prompted not by the economics of the industry but by a decision on the part of the operators to place a premium on their operations in what to them is a commercially profitable venture that only happens to be located in a part of the world that they are wary of.
This is the sentence, and basically concerns the commercial risks foreign investors have to take when investing in Africa.
I have to admit that I find this sentence rather obscure and particularly the term 'place a premium on' in this context.
For instance, why does the high cost of broadband connectivity result from operators 'placing a premium on' their operations?
Would much appreciate any light shed on the matter.

i.e. they are making the broadband service more expensive in Africa not because it costs more to provide the service, but because, basically, they don't trust Africa
