The text is the result of a technical assessment of a new method of fastening glass walls and balustrades, which uses formed steel profiles.
The sentence goes as follows: "Für absturzsichernden Verglasungen müssen die Klemmprofilen diskret ... auf einer Stahlbetonplatte oder an einer Stahlbetonplatte befestigt sein ..."
The reason is for this that stress tests were only done on such arrangements (where the profiles were fastened to reinforced concrete using brackets, and not where the profiles (Klemmprofile) were embedded directly in concrete.
My guess is that "auf einer Stahlbetonplatte" refers to fastening the profiles on the (reinforced concrete floor), whereas "an einer Stahlbetonplatte" refers to fastening against vertical wal (also made out of reinforced concrete).
Can anyone confirm or deny this?

It seems to me that the writer wants to make a distinction between fitment on top of a reinforced concrete floor, which is obviously the most secure method if one wants to minimise the danger of the glazing to come down, and fitting it on other locations, like the side. As long as it is on or to a reinforced concrete, the profiles offer the required security level.
