یک راه مناسب این است که اختیار نصب رئیس بانک همچون گذشته در اختیار دولت (مجمع عمومی بانک مرکزی) باشد ولی عزل او کاملاً در اختیار دولت نباشد، مثلاً فقط با تصویب مجلس ممکن باشد.
