Really not sure how to phrase this. The doc in question is discussing shopping and leisure facilities to be integrated into a particular passenger railway station in Spain. It would appear from the little context I have that most of these facilities are to be located literally "on the roof" (or some better expression) of the train station.

A few examples:

Edificación sobre cubierta:
Quioscos: ≤2% superficie de cubierta
Lucernarios: ≤20% superficie de cubierta
Instalaciones: ≤20% superficie de cubierta

Cesión de uso público espacio libre: 26.082 m² (*en la cubierta*)

...el Ayuntamiento consigue la generación de un espacio público singular *sobre la cubierta* de la Estación para el disfrute de la ciudad.

Any help on the proper term appreciated!

I see nothing wrong with on the roof (for both), but rooftop might fit in some of your cases.
