This might sound like a stupid question, but economics isn't my strongest field and I wanted to check - is this a surplus in 2006 in comparison with the 17.5 m euro deficit of 2010?

I know there are loads of translations of this term out there, but I want to check for this context - would "surplus" be correct here?

Agree with FVS However, the use of this term is absolutely standard in local authority finances, which form a world of their own. Translation of the terminology is difficult because the concepts are often different.

Yes, I think surplus is right here. .I agree that it is a confusing use of the word liquidacion here but I think it must mean this. It certainly is not a stupid question, in my view.

The 'liquidación' is neither a surplus nor a loss - it's just the result of a financial operation.

Re Asker's note below: That makes no difference whatsoever. It's still a 'balance'. And a 'balance' can be black or red - the fact it happened to turn out 'black' (plus24 millones de euros en 2006) doesn't affect the translation of 'liquidación'.
The ST plays with 'liquidación' (in the sole - and incorrect - sense of 'profit') and 'deficit negativo' (hey! - what's a 'deficit' if it's not 'negativo'?) just for literary effect.

deficit payment

many variation...also suggest you look it up in the several sources available...it is more accounting than economics.

balance and balance with surplus

I understand "liquidación" has been used here as mediamatrix has said, only that the second "liquidación" should be "con un excedente de", but I suppose that the writter has considered that including "con un excedente de" is so obvious that he has left it out.
