Yes. I agree It would sound even weirder if the second discount stated were smaller than the first wouldn't it? It seems that everyone else seems to agree with me! :)

It is - if you reduce it TO a third (and not BY a third), then the discount is greater than if you reduce it to a half of the initial value.

Ah, so it means they might end up paying only one third of the price... I agree, mhdubes, at first sight, it is a strange way of expressing it... but the "voire" suggests the second discount must be greater.

I must admit it's a bit of a strange way of expressing things but I can't see how it could mean anything else but:
He offered his preferred clients personal discounts on their bill, leaving them paying only half or a third of the price, depending on his mood.

cost reduced to a half or a third

If clients are businesses -> price, or cost
If clients are people (in a bar/pub) -> tab would be good, especially for regulars (which I assume they are given the high discount!)
