Cuando se incumplan los indicadores especificados dentro de los rangos descritos se aplicará la siguiente fórmula para el cálculo de los importes a descontar en la facturación, para cada línea de servicio y mes:
Penalización= Importe facturación línea servicio * (Suma de Niveles de Penalización)
En el caso de que no haya incumplimiento de utilizará un nivel de penalización (NP) de 0
For me it means "the amounts to be deducted in the invocies" but this does not make sense 9n the context of penalties for not complying with deadlines. Can descontar mean to charge?

: (D. de la Lengua Castellana) descontar = rebajar una cantidad al pagar -> to be deducted; importe = cantidad a que asciende el valor de una cosa -> sum, figure? (se refiere a un sliding scale', creo.)

: My only quibble would be that I'd put "amounts" rather than "amount" and "on" rather than "in".

: discount is a positive reduction - like a sale, here you need a negative reduction

: I suspect "penalties" is might be slight overtranslation. Also, it seems the original is a nominal phrase without a verb, not a sentence on its own. So why the "will be"? A discount is not just a "positive reduction" (as you put it).
