As summarized in his closing statement at the October meetings, these benefits included the following:

• first of all, gains in market access within the existing membership of the Agreement; these were far from trivial, even if they were not as significant as originally hoped for by some Parties;

• second, enabling the revised GPA text to finally come into force; this was, in itself, a very significant achievement that would make possible enhanced flexibility and efficiency for all Parties; and

• third, together with the consequent bringing into force of the revised Agreement, substantially facilitating a further round of accessions to the Agreement, *including by WTO Members that had outstanding GPA accession commitments* and a significant number that did not. As he had previously noted, the market access gains from these accessions were likely eventually to exceed many times over the immediate gains from conclusion of the present negotiations. Accordingly, he urged delegations to take this into consideration in their consultations.


"including by" se traduit de plusieurs façons, et j'hésite d'abord ici pour ce "including by" vu ce qui suit.

Traduction temporaire :
• troisièmement, faciliter sensiblement un nouveau cycle d’accessions à l’Accord, avec l’entrée en vigueur de l’Accord révisé, *notamment?/y compris par? les Membres de l’OMC qui avaient pris des engagements relatifs à l’accession à l’AMP et un nombre important qui n’en avaient pas pris.

Ma phrase ne me convainc pas.

Accessions ... sa traduction est logiquement et naturellement "adhésion", mais pas pour l'OMC (la terminologie maison est "accession").

Can't suggest a translation, but If I were translating your suggestion into English it would turn out pretty much like the source. I think "y compris" would be better than "notamment" here as it's only "including", not "particularly/especially/..." i.e. could be just a few percent.
