I can't seem to find an appropriate definition for this word in this context.

Le site comporte plusieurs zones dont une zone en plateau falaise en forte déclinaison au niveau 113 m NGF.

I imagine it means the cliff falls away sharply, but the dictionary definitions don't seem to agree. Of course, I may be barking up the wrong tree entirely! I'd appreciate some guidance.

It really depends on the definition of "plateau falaise".
If cliffs are rarely other than vertical, plateaus can have a tilt.
