The reference is to iron works / iron foundries that existed in the Basque Country between the sixteenth and eighteenth centuries.

hillside foundries
By using "hillside" I am giving the foundries an actual location. If I say "mountain" it could be on top of the mountain, where there would most likely be snow and no trees. I am thinking that these foundries would be in the foothills of whatever mountains exist in that region. It makes sense because it would be impractical for people to climb huge mountains just to get to their foundries.

Here they talk of mountain foundries (using timber as fuel) and water foundries (using water power). From a quick read the answer would seem to be mountain, presumably because the timber could be found there.

As for "de altura" it certainly means "up a slope", but -as far as I know, and of course, I am not a native- I believe "hill" ("hillside") to be too "flat". Of course there are no Alps in the Basque country, but they certainly have a number of over 1.000 m peaks -and some steep ones at that- and I believe this goes beyond being a hill -though that does not qualify for a "mountain" either. I cannot remember any proper word for that.

Las antiguas ferrerías denominadas ferrerías de altura o de viento se instalaban atendiendo a dos necesidades fundamentales, una la proximidad a los veneros de mineral, que normalmente se encontraban en lugares altos o a media ladera y otra la cercanía a zonas boscosas, para poder asegurar el abastecimiento del gran volumen de carbón vegetal necesario, primando esta última razón sobre la primera, ya que la cantidad de carbón vegetal era mucho mayor que la de mineral.
En estas siderúrgicas primitivas se utilizaba un mineral muy rico en hierro, generalmente en forma de óxidos que se encontraban a flor de tierra, su reducción se realizaba en unos hornos semienterrados de unos 3 metros de altura y uno de diámetro de crisol, construidos a base de piedras labradas y recubiertas en su interior de arcillas lo mas refractarias posible. El espesor de las paredes de estos hornos era de unos 30 cm. y se emplazaban de manera que pudiesen aprovechar para la combustión los vientos predominantes en la zona.
