No hay que especificar mucho contexto, se trata de especificaciones técnicas para la provisión de servicios de telefonía. "Altas y bajas" se refiere a los usuarios dándose de alta o baja de la empresa, y "cortes" a la interrupción del servicio (por ej.: por falta de pago).
Preferería que incluyan referencias a páginas de operadores telefónicos que contengan estos términos (yo no pude encontrarlos) Gracias de antemano.

When you open a new line, you establish a new service, you subscribe to the phone company, so when you close that line, you unsubscribe.
When someone doesn't pay their phone bill, the service is cut off.
