Je vois bien le sens général : les criminels les plus recherchés, l'ennemi public numéro 1..., criminels de guerre, mais j'ignore s'il existe un terme consacré et plus concis que cela. Auriez-vous quelques idées ?

je sais que high value ne se traduit pas directement par prioritaire mais c'est bien leur high value qui révèle que ces cibles sont prioritaires.
