This is a term which seems to have been coined in 2005 in Egypt to describe a particular method of vote-rigging:

I think the explanation of the asker is that the same person using the same voting card goes from one station (he uses the term another observer) to another, thus rotating his card by using it multiple times. Thus, I will support Mohammed Atallah's answer although I would add the word voting to become a rotating voting card. And please, this is not a ballot, because I ballot is cast in a box only once even in a vote rigged elections. It is a registration card that's shown at time of casting vote. GODD LUCK

But the suggestion "pre-marked ballot" tells the English target reader nothing about the process of "rotation" or "revolution" explicitly denoted by the term
"البطاقة الدوارة" in the source text.

Besides, the "Robson Rotation" isn't designed to reduce voter fraud, rather its use lies in the prevention of the so-called "donkey vote" which is the tendency of uninformed voters to give their votes to the candidates listed highest on the ballot paper.

Thanks for finding those....although the Robson Rotation seems designed to reduce voter fraud, which certainly wasn't the aim in 2005.

I think Muhammad Atallah's explanation makes sense, now I understand what it is exactly. I think we would probably call this a "pre-marked ballot" in English.

Robson Rotation is the method of printing multiple ballots for single transferable vote elections, with each having the candidates listed in a different order.

Ordinarily all ballot papers in an election are printed the same, with the candidates' names in a set order. The order can be determined by lot, by alphabetical order or if two or more candidates "consent" to be grouped as a team, the grouping or party may specify the order of their names. However, this can give an advantage to the candidates listed highest on the ballot paper, because they will attract a 'donkey vote'.

There term "rotating ballot papers" is used in the Australian voting system too but it denotes a different meaning than the one we need here and I think that employing the translation "rotating card" could create an ambiguity.


The single transferable vote (STV) is known as the Hare-Clark system in Australia, where it is used in lower house elections in two states/territories: Tasmania and the Australian Capital Territory. The name is derived from Thomas Hare, who initially developed the system and the Tasmanian Attorney General, Andrew Inglis Clark, who worked to have a modified version introduced. Hare-Clark has been subsequently modified to allow for improvements, such as rotating ballot papers (the Robson Rotation)..................

ومن ناحية أخرى، رصد مراقبو المنظمة المصرية وقوع عمليات تزوير عبر ما يعرف بنظام الاستمارة الدوارة وهو يتم عن طريق توزيع بطاقات إبداء الرأي على الناخبين قبل الانتخابات بيوم وتحديداً في مساء يوم الثلاثاء 6/9/2005، حيث وزعت تلك البطاقات غير مسودة ومختومة بخاتم لجنة الانتخابات، وفي صباح يوم الانتخابات تم استخدامها على النحو التالي "يتم تسويد البطاقة لصالح مرشح الحزب الوطني ثم تمنح لأحد الناخبين مما تم شراء أصواتهم ليدخل إلى اللجنة ويتسلم بطاقة إبداء الرأي من القاضي المشرف على الانتخابات والذي يقوم بإيداع البطاقة التي تم تسويدها في الصندوق ويخرج بالبطاقة البيضاء لمندوب الحزب الوطني خارج اللجنة ليسلمه إياها ويتسلم ثمن صوته الانتخابي، ثم يتم تسويد البطاقة لصالح مرشح الوطني وتسلم لناخب آخر ، وتدور الاستمارة بهذا الشكل الذي يؤكد شراء الأصوات الانتخابية ، وهذا ما حدث في دائرة كفر الشيخ .

So how do vote buyers ensure that the people they pay vote for the candidate they promised to? In the 1980s, vote buyers used to split a bill in half and promise to give the person the other half of the bill upon completion of voting.11 In recent years, new
mechanisms have been developed to ensure that the vote broker gets a vote for his chosen candidate. With the advent of the camera phone, voters now capture their voting in a photo to show to the vote buyer upon leaving the polling station.12 The first chapter of Ali al- Sawy's book, How are Elections Forged?" (Kayf tuzawir al-intikhabaat? ) describes what is known as the "revolving ballot" strategy (al-Sawy et. al. 2005, page 9). At the beginning of the day a voter leaves the polling station without having voted. This ballot is then filled out by the vote broker and handed to the vote seller. The vote seller submits this ballot in the polling station and returns a blank ballot to the vote broker. The vote seller is paid after coming out of the station with this blank ballot. This process is then repeated throughout the day (al-Sawy et. al. 2005, pages 9-11). In this way the vote buyer always fills out the ballot without fear that the voter will have a chance to make his own choice.

Among the issues Persad-Bissessar said she raised was that of the revolving ballot, cellphones taken into the voting booth, power cuts during counting of votes, voter and house padding and police harassment outside of polling stations.

However, Persad-Bissessar said of the issues mentioned, she was particularly concerned about the revolving ballot, which would have a PNM stamp.

She claimed the ballot, which is folded is taken into the polling station, where voters would collect a blank ballot.

“The blank ballot is pocketed and the stamped ballot is slipped into the ballot box,” she also claimed.

Persad-Bissessar said when the voter comes out of the station he presents the blank ballot and collects $500.

The blank ballot is then passed on, which becomes a revolving ballot.

المقصود بالطباقة الدوارة هو أن يحصل الناخب من المرشح على بطاقة انتخابية تم التصويت عليها ليضعها في صندوق الاقتراع على أن يخرج ليسلمه البطاقة التي تسلمها داخل اللجنة بيضاء ليحصل على المبلغ المتفق عليه.


A vote rigging technique improvised and solely used by the NDP Gurus by which a polling card-which is not supposed to be in circulation outside the
polling stations- marked up for the NDP candidate is given to an electorate who would drop it in the ballot box instead of the one handed to him inside the polling ward which he will conceal and hand back to the NDP representative outside the ward in return of agreed sums of money.

A novel way of vote-buying, exposed by monitors and local papers, is known as the "rotating card". Under a special arrangement with the candidate's agents, the voter would leave the polling station having his ballot card blank to be filled in outside.
The card would then be sent with the next voter, who would slip it into the ballot box and come out with his own card to be filled in outside the polling station. This way, the candidate makes sure that voters cast their ballots in his favour in return for cash.
