We are talking about placement of fund units....the important concept here is that the Collocatore has cleared funds in hand (whether instrument of payment is cheque, wire transfer, etc.). Once those funds have cleared, the units can be allotted. Until they have cleared, no fund units will be allotted.

There is a very important difference between the "disponibilità" or clearance and the "valuta" value date. "Disponibilità" is actually holding the cash and all rights, while "valuta" is only the right to interest if the deposit bears it. The two rights can be transferred for payer to payee on the same date, or even months apart as once happened to me. This author is confusing the two, however "disponibile per valuta" can only mean that the payer has lost the right to receive interest and the payee has received it. The payee cannot yet spend the money.
FRANKLY I thinK the AUTHOR HAS MADE A MISTAKE. I think he probably should have written something like this, where "pervenuto" means the payment has cleared and "per valute" indicates the value date" (he has inadvertently forgot the clearance):
"... in modo che la partecipazione al fondo sia direttamente ascrivibile al sottoscrittore, entro il giorno lavorativo successivo a quello in cui è **pervenuto** e si è reso disponibile **per valuta** il mezzo di pagamento utilizzato dal mandante medesimo."
