Maximum annual income
It sounds like a text about "vivienda de protección oficial", publicly sponsored or low-rent housing. I'm guessing that the people who can apply for the housing have to show proof that their maximum annual income is X (in other words, that they cannot afford to buy something on the open market). In Spain "renta" is almost always income, and "alquiler" is rent.
"Calificación definitiva" I'm not sure about. Is there any more text with the word "calificación" in it? It might have to do with the competition amongst applicants for the housing in question, or it might have to do with the property registrar's scrutiny of the documents pertaining to the property.
