From the Hebrew context I infer that the person did lie or attempted to con us/them but we/them were not taken in by his lies - so one must translate in this meaning. The other translations proposed infer that he did succeed but the whole sentences seems to indicate the contrary . Bottom line, you must find a phrasing that he did so but it was not effective.
