Unfortunately you have not provided any context, so Jack's suggestion, relating to electromagnetism and electronics, could be correct also. If I assume that your terms come from the field of electrical energy generation, the following definitions might be of help.

The ratio of a power plant's average production to its rated capability is known as capacity factor. The capacity factor for a power plant is the ratio between average load and rated load for a period of time.
- Nominal (electric generating) capacity means the maximum net electric power output of an energy facility based on various factors (temperature, barometric pressure, humidity, etc).
- Rated capacity is the maximum capacity for which a boiler is designed (also at specified conditions). Rated capacity is also called installed capacity or maximum output.

In other words, "nominal capacity" and "rated capacity" in the context of power generation both mean maximum capacity.
