context, context, context! There are so many different ways to say this - depending on target audience, written, spoken English, just out of curiosity, in a conversation about policies. Are we talking about a general unwillingness - are people just shuffling their feet? Is there an unwillingness to make decisions? Is there simply a lack of appropriate action / steps taken? Is a job left unfinished? :))
