How do I translate 'ombouw', referring to the exterior of the plant.

You're right, the context was not quite clear. The text is not Flemish by the way. Reading the text once more convinced me that this must be an existing plant that is reconstructed to make it suitable for other processes/fuels.

Without further context it's hard to say what is meant. Especially if this is Flemish, maybe? If it is, I think it means reconstruction.

maybe reconstruction after all! At first I was convinced that the exterior was meant but now I am am starting to think that it is a reconstruction/ conversion they are talking about. Apologies for the confusion! And thanks for your help.

Exterior If it refers to exterior (as in shell), rather than reconstruction, I would just call it exterior.

conversion

If the intention of the "ombouw" is to prepare the pilot plant for a different process, I think that "conversion" might be the right translation.
If by "ombouw" iis meant that some type of construction is being built around the pilot plant, then I'd suggest "housing", "shrouding", "shell", "envelope",...

refurbishment

A catchment term commonly used in the UK to denote more or less anything which is done to a property. It can comprise anything from mere redecoration (i.e. repainting, re-pointing) to total redesign and rebuilding, including restoring roofs, repairing outbuildings, closing windows, creating doorways, etc. Although the Oxford English Dictionary defines "refurbish" as "to brighten up, restore, redecorate", in practice, many aspects of building are comprised under "restore".
