In fact, nobody is "accused" as regards civil rights, because we talk about a civil action, and the defendants in any civil action are often requested to pay damages . I can conclude from this sentence that there was a criminal action having also a civil part before the court. The defendants did not violate civil rights, they are the adverse party against whom damages are claimed. What is meant by civil rights is primarily the right to compensation or damages, ie a remedy to the crime that has been committed.
