Does it mean fire and escape?

shoot and move somewhere else/change position

I have nothing to back my answer - a friend told me it meant that and that it is military jargon.

Shoot at whatever the target is and then change your position, move to a different place.

Not in the sense of escaping though; just moving to a different spot.
