I think it does not mean "Trockensubstanz" here, as then there would be the need of some unit like "kg" or so as well.

I think it means "thousand items", but then the problem occurs that it would mean "76,000 x 1000 items = 76,000,000 items"!

This is a complete stab in the dark. More context would help. I don't suppose it would be a dry substance if it's in bottles and vials, but then again, it probably can't be ruled out entirely.
