Explanation:
Поскольку владельцу свидетелества было 12 лет на момент выдачи загранпаспорта, то логично, что штамп стоит там, так как внутреннего паспорта у него ещё не было.

agree  Oleg Osipov: Just "travel passport". "Foreign" may mislead. A small correction: The stamp in the Birth Certificate is not a permission or any kind of authorization. Only international passport gives one the right to travel abroad.

agree  Louise Watkins: I agree, the concept of internal passports does not exist in Britain, when talking about a passport it is very clear that it is meant for foreign travel.
