Spanish term (edited): una formación rica en valores

a training program that is steeped in values

OR:
...that is imbued with values

I don't think "rich" sounds quite right here in English, and I believe that "training" works better than "education" within a military context as a translation of "formación."

Suerte.

I didn't include "values" because I felt it might be the obvious answer. I still attest that values and morals can be made to be the same thing. In any case, this is the definition of morals from what I gather:

moral - concerned with principles of right and wrong or conforming to standards of behavior and character based on those principles; "moral sense"; "a ...
moral - the significance of a story or event; "the moral of the story is to love thy neighbor"
moral - psychological rather than physical or tangible in effect; "a moral victory"; "moral support"

But thanks for the discussion!
Peer comment(s):

disagree Lydia De Jorge : Sorry, but morals and values are not the same thing. People's values define what they want personally, but morals define what the society around those people want for them.//If you look up both terms you will find different meanings. Saludos!

I respectfully disagree. beliefs of a person or social group in which they have an emotional investment (either for or against something); "he has very conservatives values"
