Across/against the country's borders? But I don't see how this fits with 'består'.

I agree with you - I think they shouldn't have said "grensene", though "paa tvers av" would be "across". It sounds, then, something closer to "linguistic abilities/capabilities/competencies (ranging/taken) from across the country". Is that possible?
