I am looking for an English equivalent to this phrase, "tira de veta".

Almodóvar "tira de veta" con Volver (2006). En sus dos últimas películas ha echado la vista atrás para sacar adelante sus historias: con La mala educación (2004) recuperaba un antiguo argumento inspirado en ciertos episodios de su infancia; en Volver sigue ahondando en ese mundo, rescatando sensaciones, lugares y momentos de esa vida anterior a su desembarco en Madrid.

In other words, Almodóvar is dealing with the same aspects and themes in this movie that he addressed in previous ones.
