It's "ger uttryck för", not "ger intryck för". "...som det sagda ger uttryck för" should be treated as one "chunk". It means "as the aforementioned [statement/paragraph/source/whatever] states (or makes clear)".

I get the impression that the sentence is taken from a longer text and that this is just a reference back to the text to ensure that the reader doesn't confuse it with something else outside the text.
