We do not usually use "economic proposal" in English. The context provided also does not imply that it is a financial proposal. IMHO it is just a preliminary proposal to another company to implement a specific business sytem.

"fee structure" or "pricing structure"
Based on many "propuestas" I've worked on, they contain both the "propuesta comercial", which defines the scope of the service, and the "propuesta económica" which defines how the fee is calculated plus payment terms. I usually translate that last section as "fee structure" or "pricing structure".

Me parece difícil que aparezcan las tres palabras en el mismo orden en Google, pero sí aparecen por lo menos "preliminary proposal" o "economic proposal".
Es solo mi opinión.
