The Form of Government (one of the two parts of a Constitution or constitutional document) defines the role, meaning tasks and responsibilities (and limitations) on the various actors and institutions.
Hence not all Kings are Sovereign.
(The second type or element of a constitutional document is that which defines the rights of the people, most often known as the Bill of Rights.)

: This may be a good interpr. of the factual import of the text in terms of a 20th century political context and corresponding terminology (sovereign, have absolute authority), but for historical texts it is important to stick to the original concepts used

No, that would mean sg else, sg like "it is suitable/appropriate for", and that is not what the text says

Sveriges rike skall styras af en konung och vara ett arfrike med den successionsordning för en afliden konungs manliga efterkommande, som af riksens ständer fastställd varder.
