I feel that "giro de tuerca" is somehow being used to tie in Bilbao's iron and steel industry issues of the past. While "turn of a nut" would not work at all, I think the "flick of a wrench" conveys the exact same idea, and preserves the ironworks imagery.
Oh, and "recuperar el pulso" is definitely "come back to life"... especially when speaking of a city, it plays extremely well with all of those related themes: City life, social life, night life, etc...
