It's clear what "tarring and feathering" refers to, but the sentence (if we choose to label it as such) is not very well written. Is that how it appears in the original? Also, a similar question was posted a while back. You might want to take a look:

Es una referencia la práctica afortunadamente en desuso de cubrir a alguien de alquitrán y plumas como forma de castigo.

Aquí simplemente significa "el castigo que hemos de sufrir".
