can't think of anything apart from "mysterieusement" (as Muriel p suggested) which could fit quite nicely also! French is not so creative with adjectives as english!

: I have qualms about 'déconcertant' (see discussion box), but I think that 'laisse perplexe' best conveys the sense and tone of the EN source text

on veut montrer par là que la ville est tellement calme que ça en est surprenant. Ca laisse perplexe.
