"Duly" doesn't mean anything here literaly, because the dean etc. are of course duly appointed. This expression is here according to a tradition that roots in the Medieval Age, I think.
Universitati is in dative (as well as Saskatchewanensi), because praepositi needs this case. Prae-pono means to set over.
