Hi Carol. It's not really dregs, because 'fonde de vino' still involves a small amount of wine itself. Besides, this phrase belongs to a high cuisine magazine. gloops

it's tempting to use dregs, but that has slightly negative connotations that perhaps are not intended here?

I know what you're getting at, but I don't think there is an equivalent expression in English...

another perhaps more idiomatic alternative: the last swig.

(on an unrelated note, they call that "la belleza"—I think—in Italian, and it's meant to be served to a woman and bestow her beauty—a good pick-up line, anyway! :)

an idea --- this could be to promote the last few drops of a delectable drink; in fact, a coffee company uses this line to describe their coffee

This could be a possibility, if you are just talking about "leftovers".

wine base (broth or consume )

If it refers to a recipe, it could mean the wine base for a sauce or gravy etc.
Por ejemplo: "Estofado de Venado con Fondo de Vino"
fondo = broth or consume made from soup bones or, a reduced stock. fortificado = fortified ...... vino = wine; also often refers to whisky or whiskey ...
