The phrase comes from a development project proposal. It is: el fortalecimiento de las organizaciones sociales campesinas (sub centrales, centrales provinciales y comités de vigilancia). Not exactly sure what these are, but there are a lot of them in Bolivia these days. I believe they are community level civic groups which monitor the activities of governmental agencies/organizations/offices. I have thought of "community watchdog groups" and "oversight committees" but I'm not sure if these are really the same. Thanks in advance for your suggestions!!

The committee consists of one representative from each district, where people are organised in OTBs, organizaciones territoriales de base, i.e. peasant communities, indigenous groups or neighbourhood committees. See Ejdesgaard Jeppesen, 2002, for an analysis. Whereas the municipality council is elected from the political parties that participate in the elections, the OTBs and the Vigilance Committee are parallel organisations, but not political parties, and they are supposed to represent the 'people', in the words of ' the subjects of popular participation'
