This is the tranlation Romain offers specifically for Sperrvermerke on a register (which a Personenstandsbuch is).

This usage is confirmed by the following web sites:

"Inhibition in consequence of discovery of error. 121.—(1) Whenever it appears to the Registrar that an error which may be capable of rectification has been made in registration, the Registrar may enter in the register such inhibition against dealings with the land or the burden affected by such error as he thinks proper for the purpose of protecting the Central Fund against claims for compensation in respect of losses occasioned by registrations made after such error is discovered and before it is rectified.
(2) An inhibition entered in the register under this section shall not affect any registration actually pending in the central office when such inhibition is entered nor prevent the completion of such registration.
(3) Whenever the Registrar enters an inhibition under this section, he shall send notice of such inhibition and of the error because of which it was entered to all persons who appear from the register to be affected by such error and to such other persons (if any) as may be prescribed."

In connection with a land title register:
"An inhibition prohibits the debtor from incurring further debts or disposing of any of his land. The future debt prohibition makes the calculations of the amounts due to the inhibitor and other creditors on the debtor’s insolvency very complex.
An inhibition is usually discovered when the debtor attempts to dispose of land in breach of the inhibition, since it is registered in the Register of Inhibitions and Adjudications which is searched in the course of conveyancing transactions. Occasionally the search fails to uncover the inhibition because the debtor’s name and address on the inhibition do not match those on the title to his land which is registered in the property registers (the Register of Sasines or the Land Register). A person who buys property registered in the Register of Sasines in ignorance of the existence of an inhibition against the seller may have to pay the debt or give up the property he bought. This happened in a recent case involving a house in Aberdeen. It is wrong that innocent purchasers who take all reasonable precautions are at risk from undiscovered inhibitions. Where the land is registered in the Land Register the Keeper of the Register bears the costs of failing to discover an inhibition. This results in higher registration fees for all those who buy and sell land since the Land Register fees have to cover the cost of running the register."

see Schäfer for the meaning in question. Sperrvermerk of cause has the standard meaning of a request to management consultants not to pass job applications to a company or to companies named by applicants ie List any company to whom your application should not be sent.
But not in this case, I would think.
