I'm sorry, I don't have much context. It's simply a description of the various stages of a shipment from one company to another, with various stops along the way. The first stage, in which this abbreviation appears, reads: , , , DOP
The only relevant information about the case is that at the final destination the contents turned up missing and the document deals with the financial and insurance ramifications of this.
It is just possible that this is a shipping term already in English, but I can't seem to find it. The other abbreviations in the document are in French, however.
