I can't recall now any specific term for "instruído", but what it means, in the context, is that all supportive/required documents have been introduced or annexed to the application by the applicant. It is complete
The application is now apt to be adjudged by the competent authority, as far as the obligation of the applicant goes (i.e. presenting all documents required to go with his application).
