A series of management transitions had been identified, the points at which individuals were required to take on additional responsibilities. It had been intuitively assumed that the transition at which the most effective training intervention could be made would be as employees became first line supervisors. The original plan had thus been to switch the focus of management development from the senior level down to that first line level. However, research had revealed that there was actually already a lot of—but not sufficient—business-unit training at that level already. The research showed that the true weakness was in fact at the manager of managers level.

It's not the politically correct term or in line with the cliches used in the text so not an ideal translation, but that's what's implied. Maybe it can give you some inspiration to a Swedish phrase more suitable for the context. Interesting findings, btw. From my experience at IBM, I'd say it's spot on...
